This idiom traces back to the Spring and Autumn period, recorded in the Zuo Zhuan (左传). When the state of Chu sought to attack the state of Song, an advisor warned that Chu's forces, though powerful, could not effectively project power over such a great distance—comparing it to a whip that, however long, cannot reach the belly of a horse. The fuller form is '鞭长不及马腹' (the whip is long but cannot reach the horse's belly). Over time, the shorter form '鞭长不及' came into common use to express the limits of one's reach or influence.
