The phrase traces back to the 'Records of the Three Kingdoms' (三国志), in the biography of Ma Chao (马超), a famous general of the late Eastern Han dynasty. When Ma Chao attacked Ji City, the defenders Zhao Ang and others shut the gates against him, leaving him unable to advance or retreat. Described as '进退狼狈' (advancing and retreating both wretched), he had no choice but to flee to Hanzhong and seek refuge under the warlord Zhang Lu (张鲁). Over time the expression expanded into '狼狈不堪' to describe any situation of unbearable embarrassment or hardship.
