This idiom originates from a Tang dynasty imperial edict. Emperor Taizong of Tang (Li Shimin) issued the 'Edict Appointing Zhangsun Wuji as Right Vice Director of the Department of State Affairs' (授长孙无忌尚书右仆射诏), in which he declared that wherever weapons were directed, enemies would scatter and vanish like clouds and fog dispersing. The phrase thus originally described the overwhelming military power that could make opposition melt away entirely.
